		<description>Jim Collins in "Good To Great" identifies one of the key attributes of companies that make the transition  as having a "NotToDo" list -- items identified and rejected as not part of the core competencies of the company. Unfortunately, "choosing" not to do a project is often like "choosing" not to pay your taxes: there will be consequences.</description>

		<description>Jerry Harvey (the management consultant, not the film director) summed it up well in "The Abilene Paradox".  We worry about failure to handle disagreement, but we completely ignore failure to handle agreement.  When everyone knows the project is a hopeless loser, but no one wants to be the one blamed for pointing it out, we all get together to do our best lemming impersonations and march over the cliff in a grand gesture of team spirit.</description>
